ORGANISATIONAL STRUCTURE OF LOKAYUKTA, SIKKIM  

ORGANIZATIONAL STRUCTURE OF THE OFFICE OF LOKAYUKTA.

            The organizational structure of the office of Lokayukta, Sikkim consists of the following:

1. Legal Section
2. Establishment Section
3. Accounts Section
4. Protocol Section
5. Inquiry Wing
6. Prosecution Wing
7. Library and Reference Section

Presently, the Legal Section of Lokayukta is headed by Additional Legal Officer.  The Legal Section processes the complaints etc. as may be received. The Section also deals with issue of summons, notices, correspondences with Vigilance Department, service return report and all other matters relating to complaints/cases, as the case may be.  The Court Master is the In-charge of Legal Section.

The Establishment Section of Lokayukta deals with all matters relating to personal files, pay fixation, increment, leave, promotion, disciplinary matters etc. of its officers and staff.   The Section is headed by the Additional Secretary.

The Accounts Section of Lokayukta deals with all matters relating to accounts/financial matters, salaries, TA/DA etc. and other ancillary matters.   Presently, the Court Master, in absence of Accounts Officer, has been entrusted with the duties of Drawing & Disbursing Officer.  He has been assisted by one Sr. Accountant and a UDC to look after all the account matters. 

The Protocol Section of Lokayukta deals with protocol related matters, tour/movement of Chairperson, Members   and other officials of the Lokayukta, liaison with other protocol section of different State Governments, sending of information , fax, messages of tour/movement of Chairperson and Members, arrangement of accommodation, transportation as the case may be subject to entitlement etc.   Presently, the section is headed by the Protocol Officer.

Inquiry Wing and Prosecution Wing of the Lokayukta deal with matters relating to enquiry/investigation and prosecution of the cases under the supervision of Lokayukta.  The Inquiry Wing is presently headed by Dy. Superintendent of Police in the capacity of Inquiry Officer and the Prosecution Wing is headed by the senior most Public Prosecutor of Lokayukta.

The Lokayukta may have a Library for references to the points of law/judgment of High Courts and Supreme Court or any other court including journals, books and other periodic publications.  However, the Section has not been established yet for lack of proper space and accommodation.

       RECONSTITUTION OF LOKAYUKTA, SIKKIM:

                        After the expiry of term of Hon’ble Justice Kalyan Jyoti Sengputa, former Chairperson, Lokayukta and on the recommendation of Selection Committee constituted under sub-section (1) of section 4 of the Sikkim Lokayukta Act, 2014, Hon’ble Justice Shri A.P. Subba, former Judge, High Court of Sikkim and Guwahati High Court was appointed as Chairperson of Lokayukta, Sikkim vide Warrant of appointment issued by Governor of Sikkim on 02.07.2020.  Justice Subba assumed the charge of the office of the Chairperson of Lokayukta w.e.f 10th July, 2020.

                        Shri K.P. Adhikari, retired Secretary to the Government of Sikkim, on the recommendation of Selection Committee, was appointed as Administrative Member, Lokayukta vide Warrant of appointment issued by Governor of Sikkim on 09.09.2020.   Shri Adhikari assumed the charge of the office of Administrative Member of Lokayukta, Sikkim w.e.f 16^th September, 2020.

                        Shri Tashi Wangdi, retired District & Sessions Judge, on the recommendation of Selection Committee, was appointed as Judicial Member, Lokayukta vide Warrant of appointment issued by Governor of Sikkim on 09.09.2020.  Shri Wangdi assumed the charge of the office of Judicial Member of Lokayukta, Sikkim w.e.f 21^st September, 2020.
