The Sikkim Lokayukta Act 2014(Act No 6 of 2014) was by the Sikkim Legislative Assembly and received the assent of the Governor on 27th day of February 2014.The Sikkim Lokayukta Act,2014 was brought in force w.e.f 27th Febuary,2014 in accordance with the provision laid down is sub-section (4) of section 1 of Act vide notification No.14/Home/14 dated 27/02/2014 published in Sikkim Government(Extraordinary)Gazette No.72 dated 27th Febuary,2014.Thereafter the State Government issued a Notification under the provision of subsection (1) of section 3 of the Sikkim Lokayukta Act,2014 establishing the Lokayukta for the State of Sikkim vide Notification No.15/Home/14 Dated 27th Febuary,2014.
On the recommendation of the selection Committee constituted under sub-section (10 of section 4, Hon’ble Justice A.N Ray, Former Chief Justice, High Court of Sikkim was appointed as the Chairperson of The Lokayukta, Sikkim. This was followed by issue of a warrant of appointment by Governor o Sikkim on 1St day March,2014. Justice Ray assumed the charge of the office of Chairperson, Lokayukta, Sikkim on 3rd March,2014.
Shri N. D Chingapa, former Chief Secretary, government of Sikkim was appointed as Administrative Member, Lokayukta which was followed by issue of warrant of appointment by Governor of Sikkim on 1st march,2014. He assumed the charge of the office of Administrative Member of Lokayukta, Sikkim on 3rd March,2014. Meanwhile on the recommendation of the Selection Committee, Shri S.C Mishra was appointed as judicial Member of Lokayukta Sikkim which was followed by issue of Warrant of Appointment by Governor of Sikkim. He assumed the charge of the office of the judicial Member, Lokayukta Sikkim on 7th July 2014.
After the expiry of term of Hon’ble Justice Kalyan Jyoti Sengupta, former Chairperson, Lokayukta and on the recommendation of Selection Committee constituted under sub-section (1) of section 4 of the Sikkim Lokayukta Act, 2014, Hon’ble Justice Shri A.P. Subba, former Judge, High Court of Sikkim and Guwahati High Court was appointed as Chairperson of Lokayukta, Sikkim vide Warrant of appointment issued by Governor of Sikkim on 02.07.2020. Justice Subba assumed the charge of the office of the Chairperson of Lokayukta w.e.f 10th July, 2020. Shri K.P. Adhikari, retired Secretary to the Government of Sikkim, on the recommendation of Selection Committee, was appointed as Administrative Member, Lokayukta vide Warrant of appointment issued by Governor of Sikkim on 09.09.2020. Shri Adhikari assumed the charge of the office of Administrative Member of Lokayukta, Sikkim w.e.f 16th September, 2020. Shri Tashi Wangdi, retired District & Sessions Judge, on the recommendation of Selection Committee, was appointed as Judicial Member, Lokayukta vide Warrant of appointment issued by Governor of Sikkim on 09.09.2020. Shri Wangdi assumed the charge of the office of Judicial Member of Lokayukta, Sikkim w.e.f 21st September, 2020.
The Lokayukta may have a Library for references to the points of law/judgment of High Courts and Supreme Court or any other court including journals, books and other periodic publications. However, the Section has not been established yet for lack of proper space and accommodation.
RECONSTITUTION OF LOKAYUKTA, SIKKIM:
